Ao longo do último ano, o setor do turismo tem-se tornado cada vez mais criativo. Diversos protocolos foram criados para assegurar condições de segurança sanitária. Além disso, várias medidas inovadoras foram aplicadas, em diversos países, com o objetivo de atrair turistas, mesmo em tempo de pandemia.

Algumas regiões como a Sicília, em Itália, ou em Cancun, no México, apresentaram uma estratégia que consiste em pagar noites de alojamento. Por exemplo, no caso italiano, a cada reserva de duas noites, os turistas recebem uma terceira noite sem custos adicionais. Em outros casos, como na Grécia, foram cortados impostos sobre os meios de transporte como o avião ou comboio. Existe ainda o caso da Nova Zelândia em que o governo está a encorajar os empresários a reduzir a semana de trabalho para 4 dias, ficando 3 dias de fim-de-semana. Isto, segundo o executivo neozelandês, fomentará a procura pelo turismo interno.

Durante o último mês temos, também, registado novidades em relação aos “travel-pass”, que foram sendo bastante falados como uma solução importante para o futuro a curto/médio prazo no setor do turismo. O “travel-pass” é, no fundo, uma aplicação que valida passageiros ou turistas que já tenham sido vacinados ou que tenham feito testes à COVID-19. Este instrumento permite garantir, por um lado, maior segurança ao país recetor de turismo, mas também ao próprio turista, assegurando que não haverá surpresas de restrições de movimento, ao entrar no destino.

A IATA, a Associação Internacional de Transporte Aéreo, afirmou que brevemente iria disponibilizar o seu travel-pass digital. Também Israel que, como sabemos, é o país com o programa de vacinação mais avançado do mundo, anunciou a criação de um “green-pass”, um mecanismo parecido com o travel-pass digital, que dará maior liberdade de movimento aos cidadãos vacinados ou que já estão curados da doença. Segundo a notícia da Publituris (aqui), os cidadãos que cumprem estes requisitos e que apresentem, numa aplicação móvel, um certificado da toma da segunda dose da vacina, ou de recuperação da doença, terão acesso ao teatro, ginásio, piscina ou alojar-se em unidades hoteleiras.

Enquanto não atingirmos a imunidade de grupo, sem dúvida, que este tipo de passaporte de vacinação será uma solução muito interessante para uma retoma gradual do turismo e da atividade económica. A maior preocupação poderá prender-se com a privacidade e a partilha de dados, contudo, essas questões poderão ser facilmente contornáveis aquando da elaboração das aplicações móveis.

During the past month, we have also registered news in relation to the travel-pass, which has been widely talked about as an important solution for the future in the short / medium term in the tourism sector. The travel pass is, in essence, an application that validates passengers or tourists who have already been vaccinated or who have tested for COVID-19. This instrument ensures, on the one hand, greater security for the country that receives tourism, but also for the tourist itself, ensuring that there will be no surprises of movement restrictions when entering the destination.

IATA, the International Air Transport Association, said it would soon make its digital travel pass available. Israel, which, as we know, is the country with the most advanced vaccination program in the world, has announced the creation of a green-pass, a mechanism similar to the digital travel-pass, which will give greater freedom of movement to vaccinated citizens or citizens who are already cured of the disease. According to Publituris news (here), citizens who meet these requirements and who present, in a mobile application, a certificate of taking the second dose of the vaccine, or recovering from the disease, will have access to the theatre, gym, swimming pool or accommodation in hotel units.

While we do not achieve group immunity, without a doubt, this type of vaccination passport will be a very interesting solution for a gradual resumption of tourism and economic activity. The biggest concern may be related to privacy and data sharing, however, these issues can be easily circumvented when designing mobile applications.

Im vergangenen Jahr wurde die Tourismusbranche notwendigerweise sehr kreativ. Es wurden diverse Protokolle unterzeichnet, um die Sicherheit guter sanitärer Bedingungen zu garantieren. Darüber hinaus wurden in verschiedenen Ländern innovative Maßnahmen mit dem Ziel eingeführt, Touristen selbst während der Pandemie anzulocken.

Einige Regionen wie Sizilien in Italien oder Cancún in Mexiko bieten die Strategie an, die Bezahlung von Nächten in Unterkünften zu übernehmen. In Sizilien erhalten die Gäste ohne Zusatzkosten eine dritte Nacht, wenn sie zwei Nächte reserviert haben. In anderen Fällen, wie zum Beispiel in Griechenland, wurden Steuern von Transportmitteln wie Flugzeug oder Bahn erlassen. Und in Neuseeland ermutigt die Regierung die Unternehmer, eine Arbeitswoche von vier Tagen einzuführen, also ein Wochenende von drei Tagen zu schaffen. Der interne Tourismus würde davon profitieren.

Im vergangenen Februar wurde viel über den sogenannten „travel-pass” diskutiert. Dabei kommt es kurz- und mittelfristig auf eine ausgeglichene Lösung für den Tourismus an. Dieser Impfpass zum Reisen validiert bereits geimpfte oder COVID-19 testierte Reisende oder Touristen. Es soll ein Instrument sein, das dem gastgebenden Land eine höhere Sicherheit gewährleistet wie auch dem Touristen selbst, der in dem Zielland vor Bewegungseinschränkungen bewahrt bleibt.

Die Internationale Luftverkehrs-Vereinigung IATA versicherte, dass sie in Kürze ihren digitalen „travel-pass“ verfügbar hätten. Auch Israel, das Land mit dem am weitesten fortgeschrittenen Impfprogramm, kündigte die Schaffung eines „green-pass“ an. Ähnlich wie beim digitalen „travel-pass“ gibt die Lösung aus Israel den geimpften oder den von dem Virus geheilten Bürgern eine größere Bewegungsfreiheit. Entsprechend einer Nachricht von Publituris (link) haben die Bürger, welche diese Anforderungen erfüllen und in einer App auf ihrem Mobiltelefon das Zertifikat einer vollständigen Impfung bzw. die Heilung vom Virus nachweisen können, Zutritt zum Theater, Kino, Fitnesszentrum, Schwimmbad oder zu einer Hotelunterkunft.

Solange wir die Gruppenimmunität nicht erreicht haben, ist dieser Typ von Impfpass zweifelslos eine sehr interessante Lösung, um den Tourismus und die wirtschaftliche Aktivität Schritt für Schritt wieder hochzufahren. Die größte Sorge ist die Privatsphäre und die Datensicherheit, was allerdings mit der Entwicklung von mobilen Apps leicht gelöst werden kann.
